Nabarro advises on Westminster Building Schools for the Future Programme

11 April 2008

Law firm Nabarro has advised on the Westminster City Council Building Schools for the Future (BSF) Programme. Bouygues Partnership for Education and the Community (BPEC) (a consortium made up of construction company, Bouygues and ICT contractor, Ramesys) and Westminster City Council signed contracts for a £152 million BSF programme, which will transform education provision across Westminster.

BSF is the government’s secondary schools renewal programme which aims to rebuild or renew every one of England’s 3,500 state secondary schools over a ten to fifteen year period.

The programme is being rolled out in 15 planned waves and Westminster Council is the first of the 10 BSF projects in the third wave to sign contracts. Construction work worth £66 million is already underway at three schools: St Marylebone CE School, Pimlico School and Westminster City School. In the summer, the programme will progress with work on the remaining six schools. Under the programme, £11 million will be invested in information and communications technology across all nine secondary schools.

Elizabeth Cooper, partner at Nabarro comments: “We were delighted to advise on the Westminster City Council BSF programme which is the third BSF project closed by the Projects team at Nabarro in recent months. With further projects due to close in 2008, the team has a depth of experience which enables us to field fully integrated teams able to advise on all elements of BSF programmes, including construction, PFI, banking and ICT”.

Procurement Manager, Penny Badcoe, said "The Nabarro team provided clear and thorough legal advice set in the context of commercial practicalities".

The Nabarro team was led by Partner, Elizabeth Cooper, Associates, Janet Lewis and Jessica Gray with support from the firm's employment, pensions, corporate, banking and property teams.
